Meeting was brought to order by Chairman Robert Schwanzl at 1:30 PM.

A quorum of the required thirteen groups to be represented was present.

The November 8, 2001 meeting minutes were approved as read.

Old Business

The full time LEPC position is on hold due to the County hiring freeze.
Mike Gerber reported that speakers were needed for the Facility Workshops. Possible topics include CAMEO, compliance issues, cost recovery, hazard analysis and outdoor displays.

Committee Reports

Plan Review: Leigh Casey reported that SERC has concurred with the 2001 Plan revision.
Grants: The SERC Grant application is due on February 1, 2002.
Finance: Copies of the final 2002 budget were distributed. $95,345 was appropriated for 2002, with $50,000 in anticipated income from SERC, cost recovery and fines.
Compliance: Jon Gulch has resigned as Compliance Committee Chair. Josh Jones reported that the second spill containment trailer is at BASF to be painted. The trailer should be completed in about a month.
- Cost recovery efforts are continuing with the assistance of the County Prosecutor.
- A new product release/spill report form is being developed.
- Facility inspections have been completed at Flower Hospital, Tag Chemical and Perstorp.
- The new version of CAMEO should be released next month.
Training: No report. Ernie Toth is resigning as Training Committee Chair.
Exercise: Tom Barnhizer discussed the Biological Weapons Tabletop Exercise, which was held in December, 2001. The Joint Regional Terrorism Task Force made several recommendations to improve and integrate Emergency Planning issues.
Information Coordinator: No report.

New Business

New Chairpersons are needed for the Exercise and Compliance Committees. Many thanks to Jon Gulch and Ernie Toth for their contributions to these Committees.
A new Chairperson is needed for the TMAA.
Herb Oertli of the USCG reported that the first draft of the Lake Erie area Contingency Plan is complete. New items include a Port Emergency Guidebook, which contains facility information,and a vessel reporting web site.
The next LCLEPC meeting will be held Thursday, March 7, 2002 at 1:30 PM. at the Lucas County Emergency Services Building, 2144 Monroe Street, third floor conference room.
