The November 12, 1998 meeting minutes were approved as submitted.

Old Business

• About one-third of the Red Cross booklets have been distributed. The remaining booklets need to be distributed to the County Fire Departments and Libraries. Mike Bittner okayed the addition of the booklet to the LEPC Web site. Leigh Casey will send a letter to Mike Bittner regarding the distribution status of the Red Cross booklets.

• The move to the LEPC office at the EMA building was discussed. LEPC records stored in Judy McMahon's garage should be moved soon. Leigh Casey will also move archived LEPC records in her possession to the LEPC office.

Committee Reports

• Plan Review: Jim Hyland reported that the Plan revision was submitted to SERC in October. No word has been received from SERC regarding the Plan's status. Copies of the revised Plan will be distributed on disk. Several information requests were received for property adjacent to the new Jeep plant.

• Facility Workshop: The 1999 Facility Workshops will be held at the University of Toledo Driscoll Center on May 4th and 6th, 8 AM to noon, and on May 12th, 1 PM to 5 PM. All workshops will be held in rooms 3 and 5. The Workshop agenda will include information on the new RMP Rule.

• Finance: Copies of the final 1999 Budget as submitted to the Lucas County Auditor were distributed. Leigh Casey reported that a new sub-account was added for the RMP Committee's OEEF grant money ($31,500).

• Grants: Leigh Casey reported that the 1998 Supplemental SERC Grant award will be $9,645. The 1999 SERC Grant application is due on February 1, 1999.

• Compliance: Ernie Toth reported that four facilities have not reported since 1992. A suggeston was made that TFD conduct follow-up facility inspections.

• Training: Mike Gerber reported that Technician level training for the Waterville Fire Department has been completed. The next scheduled training course will be held in Whitehouse in March. Training for the City Water Department was held at Owens Community College. Refresher training tapes have been distributed to the County Law Enforcement Agencies.

• Exercise: Phil Wesley discussed the possibility of a TMAA exercise for 1999. The 'Weapons of Mass Destruction' exercise may also be eligible for LEPC/SERC exercise credit.

• RMP: Larry Clere reported that the EPA Risk Management Plans are due on June 21, 1999. The RMP Rule applies to facilities that have a threshold quantity of one or more listed extremely hazardous substances on their property.

  The Technical Sub-Committee has identified additional facilities required to comply with the RMP Rule. Development of 'How To' instructions for calculations, mapping and locating sensitive areas/receptors in circles of concern are almost complete. Only a very small portion of Lucas County falls outside of a circle (area) of concern.

  The Communications Sub-Committee is working on facility communications to employees. Fire Departments will need facility plans for planning emergency response. Communication plans for Government, media and the public should be completed by the end of February or early March.

New Business

• Discussion was held on the Y2K status of utilities such as electricity, natural gas and telephone service. The EMA and Red Cross have both published Y2K informational brochures. Those interested in Y2K issues were invited to meet after the meeting for additional information.

• There will be an Executive Committee Meeting Thursday, March 18, 1999 at 11:30 AM. at the Lucas County EMA building.

• The next LEPC meeting will be held Thursday, March 18, 1999 at 1:30 PM. at the Lucas County EMA building.
