Old Business

The January 8, 1998 LCLEPC meeting minutes were approved as submitted.
Red Cross Booklets Half of the Red Cross public advisory booklets have been stamped by inmates at the Lebanon Prison. The remaining booklets will be completed shortly. Thanks to Phil Wesley for coordinating the stamping of the booklets at the prison.

Committee Reports

• Plan Review: Rich Lauffer from Ohio EMA reported that the Lucas County Plan review was completed and the updates had been received. The Plan will go before SERC as a concurrence. Changes to the Plan still needed include hazard analysis and some deletions.

• Information Officer Report: Jim Hyland has responded to Rich Lauffer's critique of the Plan. The Plan revision is ready to be issued. Several search requests were processed for Hull and Associates. Judy McMahon is logging initial and follow-up spill reports as well as completing data entry for the Tier II reports currently being submitted.

• Plan distribution: The revised Plan is available as hard copy or on disk. Jim Hyland has drafted a letter to facilities which have a copy of the Plan. The Plan will be distributed in the format selected by the facility.

• Finance: The 1998 contracts for Jim Hyland and Judy McMahon need to be approved and submitted to the Lucas County Auditor's Office.

• Compliance: Jim Hyland reported that SERC has six Lucas County facilities which have not submitted 30-day follow-up spill reports. Larry Clere suggested that this information be given to Duane Abbott and the Compliance Committee for appropriate action.

• Training: Mike Gerber reported that five fire departments have signed-up for training. A Technician course will be added for Whitehouse. The Lucas County Weekend will have fire training courses. Law enforcement training will not be included. Norfolk and Southern donated three sets of the hazmat rail software package Operation Respond to Toledo Police, Oregon Fire and Ottawa County. Wood and Hancock Counties are planning a 3-day weekend training course for September, 1999. Other participants include Owens College, BGSU and University of Findlay. The training will be for fire, law enforcement and EMS. Lucas County has been invited to participate. TFD Chief Martin will represent Lucas County on the planning committee.

• Exercise: Phil Wesley reported that the planning process is continuing for the full-scale exercise at Jeep on May 21, 1998.

• RMP: The RMP Committee met three times to discuss issues relating to Lucas County facility implementation and compliance to the EPA RMP Rule. Larry Clere reported on the Committee's plans and progress. Lucas County will have one of the first RMP programs in Ohio.

New Business

• The application for the 1998 LCLEPC exercise has been submitted to OEPA.
• Railroad shipments of hazardous materials in Lucas County will be increasing. A Railroad Freight Task Force has been established to address this issue.
• The next LEPC meeting will be held Friday, May 8, 1998 at 10:30 AM. at the Lucas County EMA building.
