The January 21, 1999 meeting minutes were approved as submitted.

Introductions: Douglas Ott and Michael Wells from the Center for HazMat Education at Cleveland State University made a presentation on their training programs for public and private emergency responders.

Old Business

• Judy McMahon resigned as of 4/1/99. The LCLEPC is in the process of obtaining a replacement. Many thanks to Judy for her years of service to the LCLEPC.

• The Lucas County LEPC office in the EMA building has been equipped with a telephone. The new phone number is 213-6527.

• Five cases of Red Cross booklets have been delivered to the Lucas Co. Public Library. Grant Dalton will deliver the remaining booklets to the Fire Chief's meeting.

Committee Reports

• Plan Review: Jim Hyland reported that Rich Lauffer is reviewing the Lucas County Plan. Approximately 200 Tier II reports were processed for 1999. Very few people requested copies of the 1997 Plan revision. When the current Plan receives concurrence from SERC, the complete Plan with revisions will be issued on disk to all Plan holders.

  The following people have volunteered to serve on the Plan Review Committee: Stacy Schmidt, Richard Monto, Randy Rall, Grant Dalton and Leigh Casey.

• Facility Workshop: The 1999 Facility Workshops will be held at the University of Toledo Driscoll Center on May 4th and 6th, 8 AM to noon, and on May 12th, 1 PM to 5 PM. All workshops will be held in rooms 3 and 5. Volunteers are needed.

• Finance: The 1999 contracts for Jim Hyland ($5,400) and Judy McMahon ($8,000) have been approved.

• Grants: Leigh Casey reported that the 1998 Supplemental SERC Grant for $9,645 has been received. The 1999 SERC Grant application for $55,000 was submitted by the February 1, 1999 deadline.

• Compliance: Ernie Toth reported that four facilities have not reported since 1992. Duane Abbott sent written notification to the facilities regarding their reporting requirements. A written log of county spill responses is needed by the Compliance Committee. Bob Schwanzl will meet with the appropriate entities to resolve this issue. OEPA and the LCLEPC currently maintain a log of all spill reports.

• Training: Mike Gerber reported that Technician level training for the Waterville Fire Department has been completed. Whitehouse Fire Department has completed their second Technician level course. Maumee Fire Department is starting Awareness/Operations training. The fire departments are using the refresher tapes distributed by the LEPC.

  HazMat Awareness training for Law Enforcement will be scheduled for late spring/summer at the Toledo Police Academy and at C.J. Tech. on a quarterly basis. A four-hour Awareness refresher training course is scheduled for all Lucas County medics. Approximately 200 participants are expected.

  Phil Wesley reported that the March 25/26, 1999 and March 27/28, 1999 Weapons of Mass Destruction courses are full. Another course will be held in September for 600 students.

• Exercise: Phil Wesley reported that there will be a chemical warfare table top exercise held at the MCO Dana Center on September 24, 1999. Contact Phil Wesley if you wish to participate. A full scale exercise is scheduled for March, 2000 and a biological warfare exercise is scheduled for April, 2000.

  The TMAA will hold a functional spill exercise on June 15, 1999. Evaluators for this exercise are needed.

• RMP: Grant Dalton reported that the RMP Technical Committee has nearly completed the circles of concern for the County. The Communications Committee has ordered RMP/LEPC brochures and refrigerator magnets. An informational day at Franklin Park Mall is planned. A questionnaire was sent out to local residents. The survey results indicate that residents are unfamiliar with the concept of shelter in place.

New Business

• Chairman Bob Schwanzl announced the resignation of Vice-Chairman Larry Clere, effective immediately. It was moved and seconded to replace Larry with Grant Dalton from Sunoco. Motion carried. Many Thanks to Larry for his work and dedication to the Lucas County LEPC.

• The next LCLEPC meeting will be held Tuesday, May 11, 1999 at 1:30 PM. at the Lucas County EMA building.
