The May 8, 1998 Lucas County LEPC meeting was brought to order at 10:30 AM. by Chairman Robert Schwanzl.

The March 12, 1998 meeting minutes were approved as submitted.
Attendance
A quorum of the required thirteen groups to be represented were present.

Committee Reports
Plan Review
Jim Hyland reported that the Lucas County Plan was granted concurrence at the April 15, 1998 SERC meeting. Twelve copies of the revised Plan have been distributed to date. Jim requested 6 or 7 people to assist with the Plan review process which should begin no later than mid-July.
The Tier II reports have been compiled. Lucas County has 89 EHS facilities, 27 new facilities were added, 18 facilities dropped or changed reporting levels, 43 facilities reported late (after 3/1/98) and 10 facilities failed to report. Follow-up on non-reporting facilities was completed. Four local hospitals do not submit Tier II reports. Follow-up by the Compliance Committee is needed.
Nine incidents have been reported since March 18, 1998. Four facilities have submitted the 30-day written follow-up report. Two facilities did not submit the written report and were notified by SERC. The Compliance Committee will follow-up on the missing reports.
Rich Lauffer has critiqued the Lucas County Plan. In response, Jim Hyland plans to have 60% (50) of the EHS facility mapping and vulnerability zone information completed by the October 15, 1998 submittal deadline. Fifty percent of the EHS facilities are missing some information.
Compliance
The Compliance Committee received a verbal response from Case 97-1 indicating that that the facility is not required to report. The Committee has informed them that they are required to report. SERC has sent letters to several county facilities requesting submittal of their 30-day written follow-up spill reports.
Training
Mike Gerber reported that Awareness training has been held for 6 or 7 county fire departments. Awareness and Technician training for Whitehouse FD and the Awareness training for city workers has been completed. A Lucas County Weekend is being planned for fall. In addition, Roadway Express is offering free transportation and HazMat training for law enforcement officers.
RMP
Larry Clere reported that the RMP Committee is making plans for communicating RMP information to the public and the media. Media information should be ready by fall. Local community members have been added to the Committee to provide a citizen's public view of the RMP process.
Exercise
Phil Wesley reported that the Committee is on track for the May 21, 1998 exercise. BP has donated orange vests for exercise evaluators.
No reports were given for the Grants or Finance Committees.
