Order of Business

Attendance:

A quorum of the required thirteen groups to be represented was not present. Bill Halsey moved to suspend the Rules. Jon Gulch seconded. Motion carried.

The March 22, 2001 meeting minutes were approved as read.

Old Business

• Julie Slover is continuing development of a LCLEPC Newsletter.

Committee Reports

• Plan Review: SERC concurred with the 2000 LCLEPC Plan revision at the February 14, 2001 SERC meeting. Leigh Casey attended the SERC meeting on behalf of the LCLEPC.
• Grants: No report.
• Finance: No report.
• Compliance: Jon Gulch discussed revisions to the LCLEPC Compliance Committee Enforcement and Cost Recovery Policies. Discussion followed. The Executive Committee will review cases to initiate enforcement action as needed. Cost Recovery efforts will cover all of Lucas County.

Jon also reported that liability insurance and county license plates will be needed for the response trailer. These items were not included in the original budget.

• Training: Jon Gulch reported that the meter training course was canceled and will be rescheduled.
• Exercise: Sun is planning an in-plant functional exercise. The exercise participants will include the Oregon and plant fire departments. The EMS System will be activated as part of the exercise.

A suggestion was made for a form to track drills and exercises completed by Fire Departments and facilities in the County.

• Information Coordinator: Bill Halsey reported that there was one information request. Bill also reported that CSX plans to transport white phosphorus through Lucas County by rail.

New Business

• Leigh Casey reported that 2001-2003 LCLEPC membership applications are due this summer. LCLEPC members will be contacted after LEPC membership renewal information is received from SERC. If a mid-summer meeting is required, the date will be July 19, 2001.
• Bob Schwanzl read a Thank-You note from Jim Hyland.
• LCLEPC has reserved a table at the Safety Day in Toledo Conference at Owens Community College on June 6, 2001.
• Mike Gerber reported that the CAMEO users group met on May 14, 2001. The facility inspection form is being revised. A new version of CAMEO is expected to be released in December.
• A question was raised regarding records retention. The LCLEPC needs to develop a records retention policy based on State guidelines and the type of record. LCLEPC records include facility 311/312 reports, LCLEPC minutes, sub-committee reports, financial records, grant applications, cost recovery and enforcement action records.
• The next LCLEPC meeting will be held Thursday, September 20, 2001 at 1:30 PM. at the Lucas County Emergency Services Building, 2144 Monroe Street, third floor conference room.
