A quorum of the required thirteen groups to be represented was not present. A motion was made and seconded to suspend the rules for the meeting. Motion passed.

The March 9, 2000 meeting minutes were approved as read.

Old Business

• Information about the 2000 Inland Spills Conference is available online at http://www.epa.state.oh.us/dist/nwdo/er/broch4.html. The Conference will be held September 18-20, 2000 at the Wyndam Hotel in downtown Toledo.

• The USCG Detroit/Toledo MSO Spill Drill will be held on September 18-22, 2000.

Committee Reports

• Plan Review: Leigh Casey asked for volunteers to serve on the Plan Review Committee. Mike Gerber, Grant Dalton, Bob Schwanzl, Bill Halsey and Leigh Casey volunteered to assist with the Plan Review process.

  The LCLEPC needs to purchase a new PC to facilitate a much needed upgrade to the latest version of CAMEO. Records are now kept in a combination of CAMEO for Windows and DOS formats due to the limitations of the out-dated PC currently used for data entry.

• Grants: Leigh Casey submitted the Fiscal Closing Report for the OEEF Grant to OEPA. The OEEF owes LCLEPC a balance of $2,933.09 to cover the final 10% of the OEEF Grant which was withheld pending the submittal of the Fiscal Closing Report. The RMP Committee spent $34,433.09 of the $35,000 OEEF Grant funds allocated to the project.

• Finance: No report.

• Compliance: Leigh Casey reported that the 1999 Compliance Report was not submitted to SERC.

• Training: Ed Irelan requested $7,500 for a 3-day hands-on monitoring equipment training course for Technician level HazMat responders. A motion was made and seconded to approve the course. Motion passed. The meter training will be held on June 26-28, 2000 at Owens Community College.

  Mike Gerber reported that Clandestine Drug Lab Response training would be held on June 7-8, 2000 at Owens Community College.

• Exercise: It was moved and seconded to appoint Mike Wolever as Exercise Committee Chairman. Motion passed. Mike Wolever accepted the appointment. The LCLEPC needs to conduct an exercise before June 30, 2000. Mike will contact Rich Lauffer of OEMA about submitting the June 22, 2000 Weapons of Mass Destruction functional exercise for 1999-2000 exercise credit.

New Business

• The 2000 Emergency Response Guidebook is available online. The Guidebook can be accessed from the www.lucascountylepc.org web site.

• The next LCLEPC meeting will be held Thursday, September 7, 2000 at 1:30 PM. at the Toledo Wastewater Treatment Plant, 3900 N. Summit. Street.
