Robert Schwanzl verbally
presented the March 7, 2002 meeting minutes. Motion to approve made by John Gulch and
seconded by Bill Halsey. Minutes were
approved.

- Facility
Workshops; Review of the May 2002 Facility Workshops indicate there were
41 participants from 30 different companies.
- Spill
Trailers Articles; Robert Schwanzl mentioned the two articles “Trailers
will give county a weapon on spill cleanup” (The Blade, May 17, 2002
Second Section p. 1-2) and “County emergency response vehicles make
public debut” (Sylvania Herald, May 22, 2002 p. 1)
- Spill
Trailers Locations; The spill trailers are referred to as “Spill 1”
located at Monclova Twp Fire Department, and
“Spill 2” located at Sylvania Twp Fire Department. Chief France commented that neither of
these units will be automatically dispatched, rather individual agencies
will have to request on as-needed basis.
- Grants;
Mike Gerber wanted to remind everyone about a grant that encourages the
LEPC to conduct facility site inspections.
The LEPC is eligible to receive $200.00 per site assessment. Last year (pre-grant) the LEPC conducted
five (5) inspections.
Committee Reports
- Training
Committee: Vince Davis still waiting for files from previous Training
Committee. Jon Gulch stated that he didn’t think there was any carry-over
from last year. Moreover, Jon Gulch
recommended that we start with boom training for the departments that have
spill trailers (Monclova and
Springfield Twp Fire Departments).

Committee: Bill Halsey had noting to report for information requests.

New Business
- Spill
Trailer Donation; BP will be purchasing a generator and auxiliary materials
up to but not to exceed $1,000.00
- BP
August 28, 2002 Exercise; Tom Barnhizer mentioned that BP Oil will host an
exercise on August 28, 2002. There will be an exercise design meeting
on June 14, 2002. The premise will be a simulated kerosene
spill.
- Robert
Schwanzl recommended sending a “Certificate of Attendance” to the
participating companies for May 2002 Facility Workshops.
- Robert
Schwanzl recommended the LEPC to draft a letter to Rob Vlasnik of Chemical
and Allied Industries of Northwest Ohio for their involvement in making
the Spill Trailers a reality.
- Contract(s): Robert Schwanzl verbally assessed the
contract proposals for Robyn Charney and Leigh Casey. Contacts were passed around for review.

Robyn Charney Contract runs from April 1, 2002 to December 31, 2002 for the amount of
$16,500.00. Motion to approve Robyn Charney’s contract was made by Tony Sloma and seconded by
Vince Davis. Contract was approved.

Leigh Casey This contract is for the
amount of $5,000.00 Issue was brought forth as to if the designee can sign a contract
for herself. Motion to approve Leigh
Casey’s contract was made by David Ridenour and seconded by Joe Schwanzl. Contract was approved.
