The May 18, 2000 meeting minutes were approved as read.

Old Business

• The service contract between LCLEPC and the Lucas County EMA is still under negotiation.

• The Inland Spills Conference will be held September 18-20, 2000 at the Wyndam Hotel in downtown Toledo.

• The USCG Detroit/Toledo MSO Spill Drill will be held on September 18-22, 2000.

Committee Reports

• Plan Review: The Plan Review Committee met to address the following issues with the 2000 Plan revision.

  • Vulnerability zone worksheets are incomplete. Leigh Casey will investigate the possibility of hiring student interns to complete the work.

  • Greg Bonfiglio of Lucas County GIS is working on mapping issues.

  • Each County fire department needs to submit current HazMat SOPs, personnel training rosters and response equipment inventories for inclusion in the Plan.

  • Discussion was held on the procedure for notifying adjacent Counties (Henry, Wood, Ottawa, Fulton and Monroe) of HazMat incidents which may impact them. Immediate notification should come from the Incident Commander on scene. On going notification is handled by the Lucas County EMA. Tom Barnhizer will supply adjacent County EMA Director contact information and a draft SOP for communications for the Plan.

  • Bob Schwanzl has obtained copies of the County Mutual Aid Agreement and the EMA HazMat response protocol for inclusion in the Plan.

  • The next Plan Review Committee meeting will be held on Tuesday, October 3, 2000 at Toledo Environmental Services at 10 AM.

• Information Coordinator: Jim Hyland reported 35 preliminary and 27 thirty day written spill/release reports were submitted between April 1 and September 1, 2000. Several environmental search requests were also submitted. All Tier 2 reports from regulated facilities have been logged.

• Grants: Leigh Casey reported that the Fiscal Closing Report for the OEEF Grant was accepted by OEPA. The OEEF has issued LCLEPC a check for $2,933.09, which covers the final 10% balance of the OEEF Grant.

• Finance: Leigh Casey requested that Committee Chairs submit 2001 budget requests by the end of October to facilitate the budget process.

  Leigh Casey will purchase a new computer for data entry. $3,000 has been budgeted for this purchase.

• Compliance: Bob Schwanzl accepted the immediate resignation of Duane Abbott as Compliance Committee Chairman. Many thanks to Duane for his contribution to the Compliance Committee. The possibility of TFD or TES taking over LCLEPC compliance and facility inspection responsibilities was discussed.

  The SERC/LEPC Compliance Report for July 1, 1999 through June 30, 2000 is due on October 1, 2000.

• Training: A third meter training course can not be approved until Ed Irelan obtains a refund for the first meter training course which was billed to the LCLEPC in error. Mike Gerber mentioned that the Exercise Committee has discussed making refresher tapes for Technician level trainees. Leigh Casey asked that this be put on hold until the 2001 SERC Grant is received.

• Exercise: Mike Wolever was unable to obtain 1999-2000 exercise credit for the June 22, 2000 Weapons of Mass Destruction functional exercise.

  Chris Herman of BP invited the LCLEPC to participate in an exercise to be held on October 26, 2000 at BP. The LCLEPC needs to meet the following exercise objectives:

New Business

• The need for an elected official to serve on the LCLEPC, preferably a County Commissioner, was discussed.

• The City of Toledo is offering the 8-hour OSHA Refresher course on October 17, 2000. Contact Jon Gulch at TES for more information.

• The next LCLEPC meeting will be held Thursday, October 12, 2000 at 1:30 PM. at the Toledo Wastewater Treatment Plant, 3900 N. Summit. Street.
