Committee Reports

• Plan Review: The Plan review process is near completion.

• Finance: Leigh Casey reported that the Semi-Annual Financial Report was submitted to SERC in July. The 1998 SERC grant has not been received. LCLEPC has a large annual carry-over of SERC Grant funds. The need to spend this money was discussed.

• Compliance: Lt. Bruce Cook reported that 50-60% (75-80) of Toledo's facilities have been inspected by TFD.

• Training: Mike Gerber reported that 36 students are enrolled in the three upcoming Awareness for Public Workers classes. The classes will be taught by Ed Irelan and Ernie Toth. Additional Awareness training for Law Enforcement will be held next year. Awareness and Technician training is scheduled for Whitehouse this fall. Jay Gower has trained 96 Firefighters and 15 Technicians to date.

  A new survey will be sent out to County EMS, Fire and Law Enforcement agencies to determine training and equipment needs. The Wood/Hancock County training weekend has been canceled. Status of the Lucas County training weekend is uncertain. A PUCO Grant is available to recover funds spent on training.

• Exercise: Phil Wesley distributed copies of the final report for 'Team Effort 98' exercise held on May 21, 1998. Press releases were sent out for a public meeting to be held concurrently with the LEPC meeting to meet SERC requirements. SERC granted full credit for the LCLEPC exercise based on the recommendation of Rich Lauffer, Exercise Facilitator. The new exercise credit year extends from July 1, 1998 until June 30, 1999. Citgo has completed a table-top exercise. Assistance with other County exercise efforts is available. Planning is also in progress for the 'Weapons of Mass Destruction' training and exercise.

• RMP: Larry Clere reported that the RMP Committee has been split into two groups to address Technical and Communications (media and public) issues. Potentially affected facilities have been contacted. The Committee has been awarded a $35,000 OEEF Grant. These funds will be available in November. Congratulations!

New Business

• A motion was made and seconded that the Chair will write a letter to OEPA requesting that OEPA Emergency Response responsibility and supporting positions not be eliminated. Motion carried.

• Bob Schwanzl, Larry Clere, Leigh Casey, Bill Halsey and Phil Wesley attended the LEPC Conference in Columbus in August. The LEPC received the new LEPC Procedure Manual, LEPC Member Handbooks and the "Are You Prepared?" community awareness presentation program .

• The new LEPC Member Handbooks were distributed. The handbooks will be mailed to members who were not present at the meeting. The LCLEPC Bylaws will need amended to correspond with the new SERC requirements in the Member Handbook and Procedure Manual.

• Discussion was held about the positions of 'Information Coordinator' and 'Emergency Coordinator'. Jim Hyland will serve as Information Coordinator and Bill Halsey will serve as Emergency Coordinator. This information was forwarded to SERC.

• The LCLEPC Officers will be meeting with the Lucas County Board of Commissioners on Monday, September 28 to explain the purpose of the LEPC.

• LCLEPC has arranged for 3,500 of the Red Cross Booklets to be distributed at the 'Pitch Old Paint' Household Paint Recycling Day to be held Saturday, October 24, 198 at the University of Toledo Scott Park Campus. Anyone interested in working should contact Holly Cookis at 255-4687.

• Leigh Casey is developing a LCLECP Web Site. The URL is http://www.safety.utoledo.edu/lepc/. Mike Gerber reported that OEPA and several other groups are working on a local Pollution Prevention Web Site.

• Phil Wesley has information on the 'Partners in Education' speakers list and the list of chemicals being transported through Lucas County as a result of the recent railroad merger.

• The next LEPC meeting will be held Thursday, November 12, 1998 at 1:30 PM. at the Lucas County EMA building.
