The May 11, 1999 meeting minutes were approved as submitted.

Old Business

• Jim Hyland will be resigning as Information Coordinator at the end of 1999.
• The 2000-2001 LCLEPC membership roster has been nominated by the Lucas County Commissioners and forwarded to SERC for final appointments.

Committee Reports

• Plan Review: Jim Hyland reported that the Plan review process has been completed. Phil Wesley made a motion to approve the Plan, seconded by Dave Ridenour. Motion passed unanimously.

  Only 12 copies of the current Plan have been distributed (4 hard copies and 8 on disk). The Plan distribution list indicates 60 recipients need a current copy of the Plan.

  Jim Hyland expressed thanks to Judy McMahon for her extra work during the summer after resigning and suggested the LEPC send her a gift and a letter. Phil Wesley made a motion to purchase a $75 gift certificate. The motion was withdrawn after discussion about spending LEPC funds on gifts.

• Finance: No report.

• Grants: The LCLEPC has received a $26,598 SERC Grant for SFY 2000.

• Compliance: No report.

• Training: Mike Gerber reported that HazMat Awareness training for Law Enforcement was held at CJ Tech in July. Initial training for the County is complete. Training will now focus on annual refresher courses. Training records have been moved to the LEPC office in the EMA building.

  LEPC funds may be used to purchase equipment after training needs are met. Discussion was held about a countywide HazMat team and potential cost recovery efforts after an incident.

  Anyone interested in domestic preparedness courses should contact Phil Wesley.

• Exercise: Phil Wesley reported that no LEPC exercise is scheduled for SFY 2000 credit. To receive credit for an exercise, the State approved evaluation sheets must be used. A chemical warfare functional exercise is scheduled for March, 2000 and a biological weapon tabletop exercise is scheduled for April, 2000. There will be a statewide Y2K exercise on October 7, 1999.

• RMP: The RMP informational program was a success. Several pallets of brochures and folders are in storage at BP.

New Business

• The election of LCLEPC Officers for 2000-2001 was held. Nominees for office were: Robert Schwanzl, Chairman, Grant Dalton, Vice Chairman and Leigh Casey, Secretary/Treasurer. Phil Wesley moved and Jim Hyland seconded to close nominations. The slate of officers was approved unanimously.

• Bob Schwanzl reported that the LEPC has approved the PUCO's proposed routing of nuclear waste through Lucas County. The waste is originating from Ann Arbor.

• Leigh Casey reported that the LEPC Conference held in August was informative. The new Exercise Planning and Guidance Booklet was distributed at the Conference.

• The Committee roster was updated. The following resignations were made:
  • Phil Wesley is resigning as Exercise Committee Chairman as of 10/1/99.
  • Mike Gerber resigned as Training Committee Chairman. Replaced by Ernie Toth.
  • Jim Hyland resigned as Plan Review Committee Chairman. Replaced by Leigh Casey.

• The next LCLEPC meeting will be held Thursday, November 18, 1999 at 1:30 PM. at the Toledo Wastewater Treatment Plant, 3900 N. Summit. Street.
