Order of Business

Attendance:

A quorum of the required thirteen groups to be represented was present. Committee members introduced themselves, since many new members were present at the meeting.

The May 17, 2001 meeting minutes were approved as read.

Old Business

• Josh Jones is continuing development of a LCLEPC records retention schedule.

Committee Reports

• Plan Review: Greg Bonfiglio has completed updated facility data sheets for five Lucas County EHS facilities. The Plan revision includes updated facility maps, facility contacts, EHS chemicals, vulnerability zone, description of vulnerable area and transportation and evacuation routes. A sample facility data sheet was passed around for review. Data collected during on-site facility inspections will be added to the facility data sheets and the CAMEO facility database.

  Jon Gulch moved that the Plan revision be approved. Randy Rall seconded the motion. After some discussion, the motion was passed unanimously. Leigh Casey will submit the Plan revision to Ohio EMA by the October 17, 2001 deadline.

• Grants: The Lucas County LEPC received $22,843 in SERC Grant funds for 2002.

• Finance: Committee Chairs were requested to submit their 2002 budget requests to Tom Buckley before the next LEPC meeting.

• Compliance: Jon Gulch reported that the Compliance Committee has finished the first trailer and has donations totaling $12,100 for a second trailer. The funds for the second trailer were donated by the Chemical & Allied Industries Council of Northwest Ohio, along with individual contributions from some of the members.

  The Compliance Committee has started the Lucas County Cost Recovery Program (Policy # 2002) for Fire Departments in Lucas County. To date, $7,000 in checks have been received from companies, while $40,000 in recoveries are outstanding. All companies that have failed to respond have been sent a second letter, with a copy going to the Lucas County Prosecutor's Office.

  The Compliance Committee has also started the Lucas County Compliance Program (Policy # 2001). This program targets companies that fail to report an accidental spill/release or file a thirty day written follow-up report. To date, fines in the amount of $3,000 have been levied and the letters are in the mail.

• Training: Jon Gulch reported that the meter training course was canceled and will be rescheduled using local instructors.

• Exercise: No report. TMAA will be holding a spill drill in October.

• Information Coordinator: No Report.

New Business

• Vice-Chairman Grant Dalton has resigned due to relocation to Philadelphia, Pennsylvania. Much thanks to Grant for his service as LCLECP Vice-Chairman.

• The e-mail address for the new Lucas County LEPC office computer is lepc@co.lucas.oh.us.

• The LCLEPC office scanner was lost or stolen during the renovation of the EMA building. Options for replacing the scanner are being investigated.

• Election of LCLEPC Officers. The following slate of Officers for 2001-2003 was approved by unanimous vote:

  Robert Schwanzl, Chairman

  Brad Roy, Vice-Chairman

  Leigh Casey, Secretary/Treasurer

• The next LCLEPC meeting will be held Thursday, November 8, 2001 at 1:30 PM. at the Lucas County Emergency Services Building, 2144 Monroe Street, third floor conference room.
