A quorum of the required thirteen groups to be represented was present.

The September 7, 2000 meeting minutes were approved as read.

Old Business

• The service contract between LCLEPC and the Lucas County EMA is still under negotiation.

Committee Reports

• Plan Review: The Plan Review Committee met with Richard Lauffer, OEMA Planner for Lucas County, to finalize the 2000 Plan revision. Leigh Casey gave an overview of the 2000 Plan revisions. Richard Lauffer described the plan revision process and planning needs for Lucas County. Greg Bonfiglio of Lucas County Emergency Services discussed the County GIS and CAMEO mapping issues.

  Jim Hyland moved to accept the 2000 Plan Revision. Dave Ridenour seconded the motion. Phil Wesley commented that no hard copy was available for review. A head count vote was taken. The motion passed by a unanimous vote.

• Grants: Leigh Casey reported that $17,129 in 2001 SERC Grant funds has been received. Rich Lauffer described the USDOT HMEP grant process. LCLEPC will not apply for a HMEP grant due to a large carry-over of SERC grant funds.

• Finance: Leigh Casey requested that Committee Chairs submit 2001 budget requests by the end of October to facilitate the budget process.

• Compliance: Jon Gulch has accepted the position of Compliance Committee Chairman.

• Training: Ed Irelan announced that a third meter training course will be held on December 11-13 at the Fire Academy. The training will be paid for by a PUCO grant. Technician Level refresher tapes were also discussed.

• Exercise: Tom Barnhizer made a presentation on the exercise to be held on October 26, 2000 at BP.

New Business

• Bill Halsey will replace Jim Hyland as Information Coordinator and Jon Gulch will replace Bill Halsey as Emergency Coordinator for the LCLEPC. SERC has been notified of these changes.

• The need for a Membership Committee was discussed. The current Nominations Committee will serve as the 'Membership Committee'.

• The next LCLEPC meeting will be held Thursday, November 30, 2000 at 1:30 PM. at the Toledo Wastewater Treatment Plant, 3900 N. Summit. Street.
