Order of Business

Attendance:

A quorum of the required thirteen groups to be represented was present.

The September 20, 2001 meeting minutes were approved as read.

Old Business

• Brad Roy officially accepted the position of LCLEPC Vice Chairman.

Committee Reports

• Plan Review: Leigh Casey reported that the 2001 Plan revision was submitted to Ohio EMA by the October 17, 2001 deadline.

• Grants: No report.

• Finance: Tom Buckley presented the proposed 2002 LCLEPC budget. The 2002 budget and budget proposals for the Training and Compliance Committees and the LEPC Newsletter were distributed to members in attendance. After much discussion, Phil Wesley moved to accept the 2002 budget as proposed. Jon Gulch seconded the motion. Leigh Casey amended the motion to permit the Finance Committee to adjust the 2002 budget as necessary throughout the year. The motion passed as amended.

• Compliance: Jon Gulch reported that the first spill containment trailer has been put into service. The trailer will be kept in Waterville until the new Monclova fire station is completed. Members of the NWO Chemical and Allied Industries have pledged $12,650 in donations towards the second spill containment trailer. The second trailer will be stationed in Sylvania.

  The Compliance Committee has prepared letters to recover $100,000 in fines, fees and response costs.

• Training: Ernie Toth reported that the Training Committee plans to hold Facility Workshops in the spring. Leigh Casey will look into the availability of the University of Toledo Driscoll Center for the workshop location.

• Exercise: Greg Locher reported on Toledo's "Operation Safe Community". A Senior Official's Handbook has been developed for "all hazards" response. A table top exercise for senior officials is scheduled for December 3, 2001.

• Information Coordinator: Bill Halsey is monitoring facility information requests by unknown persons or for unusual or suspicious purposes. Bill Halsey will follow-up with SERC for the recommended procedure for handling LEPC information requests.

  TFD Chief Bell recommended that information requests be handled conservatively. Requestors should be forced to use the court system to obtain facility information. Chief Bell stated that Emergency Operations Plans are not public documents. The new Senior Official's Handbook will be considered public information since the response information is generic.

New Business

• The availability of LEPC member contact information on the LEPC web site was discussed. It was decided that Leigh Casey should remove LEPC members' addresses and phone numbers. The online membership roster will list each member's name and affiliation only.

• The Lucas County EMA Recommended Safe Handling of Mail and Materials Shipments was distributed and discussed.

• The next LCLEPC meeting will be held Thursday, January 17, 2002 at 1:30 PM. at the Lucas County Emergency Services Building, 2144 Monroe Street, third floor conference room.
