The September 10, 1998 meeting minutes were approved as submitted.

Old Business

• Chairman Bob Schwanzl and Vice-Chairman Larry Clere made a presentation on behalf of the LCLEPC to the Lucas County Board of Commissioners on September 28, 1998. The presentation received a positive response from the Commissioners.

• Leigh Casey reported that the LCLEPC website can be accessed at URL http://www.safety.utoledo.edu/lepc/.

• Members were asked to review and update the Sub-Committee membership roster.

• Membership Update: Grant Dalton, Sunoco, is replacing Paul Schulz. Michael Pearson, USCG, is replacing Tobin Shuey. Lisa Scott-Dupont, Teledyne, is replacing Tom Elliot. Scott Davis, American Red Cross, has left the area.

Committee Reports

• Plan Review: The Plan revision has been completed and the maps have been scanned into the computer. Discussion was held on using the Lucas Co. GIS for RMP mapping purposes. Jim Hyland is stepping down as Chairman of the Plan Review Committee. Anyone interested in assuming this position should contact Bob Schwanzl or Jim Hyland. Jim Hyland is planning a series of Facility workshops in the Spring of 1999. Leigh Casey will check on the availability of rooms in the Driscoll Center at UT.

• Finance: Jeanine Perry and the Finance Committee presented the proposed Fiscal Year 1999 Budget for $55,000. The motion to accept the 1999 Budget was approved.

• Grants: Leigh Casey reported that 1998 SERC Grant will be awarded in in two payments. The first payment will be for $13,550.00. The remaining grant money will be paid as a supplement. The Grants Committee plans to apply for a PUCO Grant for reimbursement of HazMat training expenses.

• Compliance: No report.

• Training: Mike Gerber gave a summary report of the training accomplished in 1998. Mike also described the 1999 training agenda which will be supported by a $30,000.00 budget appropriation. It was moved and seconded for the Training Chair to draft a Certificate of Training to be issued by the LEPC. Motion carried. It was also moved and seconded to develop a one-hour training course for the Media. Motion carried.

• Exercise: Phil Wesley reported that SERC has concurred with the Citgo table-top exercise. This gives the LCLEPC exercise credit for 1998 -1999. Phil also provided information on the 'Weapons of Mass Destruction' training and exercise.

• RMP: Larry Clere reported that the RMP Technical and Communications Sub-Committees are continuing their efforts. The Committee expects to receive the $35,000 OEEF Grant in November. Copies of the Lucas County LEPC public awareness flyer prepared by the RMP Committee were distributed.

New Business

• Chairman Schwanzl congratulated Councilwoman Jeanine Perry on her recent election to the Ohio House of Representatives. She will remain on the LCLEPC until January, 1999. Ms. Perry requested that a letter be drafted citing the advantages of having the County Commissioners represented on the LEPC to assist with finding an Elected Official to replace her.

• There will be an Executive Committee Meeting Thursday, January 14, 1999 at 1:30 PM. at the Lucas County EMA building.

• The next LEPC meeting will be held Thursday, January 21, 1999 at 1:30 PM. at the Lucas County EMA building.
