Meeting was brought to order by Chairman Robert Schwanzl at 1:30 PM.

A quorum of the required thirteen groups to be represented was not present.
The May 11, 1999 meeting minutes were approved as amended. Under Old Business, item 2,
'approved' was changed to 'nominated'. Under New Business, item 3, the sentence 'Replaced
by Tom Barnhizer.' was removed.
Old Business
- Donations were collected to purchase a gift for Judy McMahon in appreciation of her
service to the Lucas County LEPC.
Committee Reports
- Plan Review: Jim Hyland thanked the Plan Review Committee for their
contribution to the Plan review process. The updated Plan has been submitted to the State
for review. The issue of missing facility spill reports was discussed.
Bob Schwanzl expressed his appreciation to Jim Hyland for his work with the
LEPC as Information Coordinator. A new Information Coordinator to replace Jim after his
retirement has not been named.
- Finance: Leigh Casey presented the 2000 budget for approval. Jim Hyland moved
to suspend the Rules to permit a vote on the 2000 budget without a quorum, seconded by Duane Abbott.
Motion passed. Dave Ridenour moved to accept the 2000 budget, seconded by
Brad Roy. Motion passed.
- Grants: Leigh Casey reported the the final OEEF Grant report is overdue.
Grant Dalton will obtain the required information from the RMP Committee.
- Compliance: Duane Abbott reported that the Compliance Committee has reviewed
ten cases and closed two. The SERC spill log for Lucas County has been requested from the OEPA.
The Committee budget was submitted for $8,100, which includes a ¼ time Compliance Officer.
- Training: Past Chair Mike Gerber reported that 96 County firefighters have taken the
Awareness/Operations course and 24 have taken the Technician course. HazMat Awareness training for
law enforcement has been given to 450 officers. The City of Toledo Public Works Awareness training
is the only program of its kind in the State. Refresher CAMEO training for TFD is needed.
The University of Findlay is offering a three day train derailment course through the PUCO Grant program.
The training is free to Technician trained firefighters.
A Training Committee Chairman is still needed.
- Exercise: An Exercise Committee Chairman is still needed. Phil Wesley
reported that the new EOP guidance document recommends the incorporation of the County HazMat Plan
into the County EOP. The Lucas County HazMat Plan is currently an
Appendix to the Lucas County EOP.
- RMP: Facilities are required to hold public awareness meetings
as part of their RMP program. The Lucas County LEPC
does not plan to hold additional public meetings. The LEPC will provide RMP
informational folders, brochures and magnets to interested County
facilities for distribution.
New Business
- Phil Wesley called for the mass resignation of the Lucas County LEPC due to the
lack of support from the Lucas County Board of Commissioners.
- Dave Scott, the new USCG CO, was introduced.
- The Inland Spills Conference will be held September 18-20, 2000 at the
Wyndam Hotel in downtown Toledo. Toledo Environmental Services has booked outdoor areas for
demonstrations. There will be a 'Response Day' for area teams. Sessions will include
spill prevention, planning for releases, first response, pollution prevention and an
EMA session.
- The USCG Detroit/Toledo MSO Spill Drill will be held on September 18-22, 2000.
The TMAA will tailgate this exercise.
- Mike Gerber reported that one copy of the ORIS rail database is available
to HazMat responders. Another copy is needed. Lt. Cook will investigate.
- The next LCLEPC meeting will be held Thursday, January 20, 2000 at 1:30 PM.
at the Toledo Wastewater Treatment Plant, 3900 N. Summit. Street.
