A quorum of the required thirteen groups to be represented was present.

The October 12, 2000 meeting minutes were approved as read.

Old Business

• The service contract between LCLEPC and the Lucas County EMA is still under negotiation.

• The LEPC will purchase the new computer and file cabinet when office space is available. The EMA building construction project is expected to be completed by February, 2001.

Committee Reports

• Plan Review: The 2000 Lucas County Plan revision was submitted to OEMA and OEPA by the October 17, 2000 deadline.

  • Half of the County fire departments have responded to the LEPC's request for updated response equipment inventories.

  • Greg Bonfiglio has submitted five revised facility maps to Rich Lauffer for approval.

• Grants: Leigh Casey reported that the 2002 SERC Grant application is due on February 1, 2001.

• Finance: Tom Buckley presented the 2001 proposed LCLEPC budget. Kent Jeffrey moved to accept the budget, seconded by Dave Ridenour. Leigh Casey proposed a change to the budget to include budget requests from the Training and Compliance Committees. The motion was amended to accept the revised 2001 budget for $65,970. Motion passed.

• Compliance: Jon Gulch distributed copies of the draft Lucas County LEPC Compliance Committee Policy for enforcement of Sara, Title III. Discussion followed. The Compliance Committee submitted a 2001 budget request for $22,160 which includes funding for a contract employee and a response trailer.

• Training: Ed Irelan presented the Training Committee's 2001 budget request for $19,500. Ed Irelan will be responsible for making PUCO Training Grant applications if reimbursement of LEPC funds is necessary.

• Exercise: Grant Dalton discussed the exercise held on October 26, 2000 at BP. Michelle Sloan noted that press coverage for the event was very good. Rich Lauffer observed and approved the exercise for 2001 LEPC exercise credit.

• Information Coordinator: Jim Hyland reported that the number of spill reports is improving.

New Business

• Mike Gerber suggested the formation of a CAMEO users group. Brad Roy is investigating the possibility of holding CAMEO training classes at BASF this summer.

• The next LCLEPC meeting will be held Thursday, January 18, 2001 at 1:30 PM. at the Toledo Wastewater Treatment Plant, 3900 N. Summit. Street.
